Executive Summary

The startup ecosystem in Cameroon is emerging, with active sectors like fintech, agritech, and health tech. However,nstartups face challenges such as limited investment access and regulatory constraints. A dedicated Startup Act could help overcome these obstacles and support entrepreneurship and innovation. This research aims to identify these challenges, explore growth opportunities, and assess the potential impact of a Startup Act on innovation and entrepreneurship in the country. The research used a mixed-methods approach, combining qualitative and quantitative techniques. A survey of 56 stakeholders across the country, including startup founders, investors, and policymakers, offered insights into the startup ecosystem, covering funding sources, regulatory barriers, and perceptions of a startup act’s potential impact.

The analysis aimed to identify patterns and trends for policy recommendations. The research identified key findings about Cameroon’s startup ecosystem, which is mainly composed of young males engaged in sectors like ICT, Agritech, Healthtech, and Fintech. Startups face challenges such as limited financing, poor infrastructure, and complex regulations. While awareness of the Cameroon Startup Act is low, there is strong support for its implementation, with hopes it will reduce bureaucracy, provide financial incentives, and encourage innovation. It is recommended to invest in infrastructure to support startups. Adopting a Startup Act can streamline processes and provide tax incentives, fostering investment and innovation. Additionally, a gender-sensitive training program can address disparities and promote equity in the startup ecosystem. This research supports creating a Startup Act to foster a supportive environment for startups in Cameroon. By addressing challenges and implementing recommended policies, we can enhance the startup ecosystem, stimulate economic growth, and promote innovation, offering significant opportunities for policymakers, entrepreneurs, and investors.
