Background

Among many other challenges that have plagued the region over the years and which continuously account for the low rates of development witnessed across the region, the ability for think tanks in Central Africa to effectively operate  has been a daunting challenge that has consequently led to the short life span, fragmentation and ineffectiveness of some think tanks, research centres and advocacy groups.

In reality, think tanks and research centres are reputed for their ability to champion intensive advocacy campaigns on cross-cutting thematic issues backed by objective, impartial and evidence-based research.

Objectives

The 2nd edition of the Central Africa Think Tank Forum will specifically aim to empower independent voices from the Central African Region

Identify key opinion leaders, think tanks, research centres and advocacy groups

Establish a platform for exchange of knowledge and shared experiences between the various Think Tanks in the Central African region

Analyse specific challenges facing Think Tanks in the region, and opportunities for improvement

Promote collaboration and partnerships between Think Tanks in the region and other key players, such as universities, governments and the private sector

Barrister Nsen Abeng is a licensed attorney and expert in human rights and humanitarian action with over 20 years of experience. Known for working with NGOs, CBOs, stakeholders, and governments. She specializes in gender equality and women’s rights, as well as developing and reviewing humanitarian response strategies.

Currently, Barrister Nsen Abeng is the National Coordinator for CIVITAS Cameroon, assisting the Government of Cameroon in designing and implementing gender equality and women's empowerment programs. She develops government strategies and annual plans, including humanitarian response strategies, and liaises with senior leadership and stakeholders to ensure efficient and cost-effective operations.

Dr. Amina Djoulde Christelle

Amina Christelle Djouldé is currently a senior lecturer at the Department of History in the Faculty of Arts, Letters and Social Sciences of the University of Ngaoundéré, Cameroon. Her research interests include African politics, visual studies, political cartoons, and African endogenous knowledge. She is also interested in the study of gender-related imageries and women’s representation. She teaches courses on History and Pictures, Geopolitics of Conflicts in Africa, Methods and Techniques of Oral History, History of Diplomacy, and African Politics. As the Coordinator of the Community Research and Development Center (COREDEC), she organizes workshops and interacts with local people, especially women, on a regular basis. She is also working to build competence among women through training, education, business programs, and health support. Through her research activities on endogenous knowledge, she has set up a research program on “Women’s Cultural Legacy of Peace in Northern Cameroon.”

Dr. Denis Foretia

Dr. Foretia is Co-Chair of the Denis & Lenora Foretia Foundation and Executive Chairman of the Nkafu Policy Institute, a leading Cameroonian think tank. Along with co-chair Lenora Ebule, he shapes and approves strategy, advocates for the foundation, and helps set the overall direction. He is also the Chairman of Merckshire LLC, an international holding company with operations in the US and Cameroon.
A surgeon by training, Foretia has always been involved in philanthropic activities and issues related to international development. He is currently the President of the Association of Cameroonian Physicians in the Americas (ACPA). He is also the Co-Founder and pioneer president of the Cameroon Professional Society (CPS) – the premier institution for Cameroonian professionals in the US focused on advancing economic opportunity and leadership development among Cameroonians.

Ms. Eugenia KAYITESI is the Executive Director of IPAR-Rwanda and serves as the Secretary to its BoD. She is an Honors Graduate of Social Sciences from Makerere University, Uganda with an MBA from Maastricht School of Management (MsM) in The Netherlands. She is pursuing her PhD degree in Business Administration, specializing in Strategic Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT).

Ms. KAYITESI is the current President of the Policy Institute Committee (PIC), an Advisory Board Member of the African Portal, and a member of Board of Directors for the Commercial Bank of Africa (CBA-Rwanda). She also sits on the National Independent Review Panel (NIRP) for Rwanda Public Procurement Authority (RPPA). She has worked with Public, Private and Civil Society Organizations with a focus on capacity building, organizational development, Policy Analysis and Research.

Gabrielle Andela Kelle

Cameroonian diplomat, with a diploma from the National School of Administration of Algiers, she was trained at the Institute of International Relations of Cameroon (IRIC), in the Diplomacy sector, after obtaining her Masters in Strategy, Defense, Security, Conflict and Disaster Management at the Center for Research and Political and Strategic Studies of the University of Yaoundé II-Soa in Cameroon.

Dr Lydie-Stella KOUTIKA

Dr. Lydie-Stella Koutika is a Soil Scientist (CRDPI), Pointe-Noire, Republic of the Congo. She obtained an engineer degree in agronomy (Moscow Timiryazev Agricultural Academy) and a PhD in soil science (Université Nancy I, currently Université de Lorraine, France). Her research focuses on C, N and P dynamics. She is a former fellow “Research in Brussels” (2003-2004), Belgium, Rothamsted International (2009-2010), UK, and TWAS-ENEA International Fellow (Sept 2018-June 2019), Italy. She was a laureate of the AU 'Kwame Nkrumah Regional Scientific Award for Women’ (2014) and TWAS-Al-Kharafi Prize (2018). She is a member of the Scientific and Technical Committee of the ‘4 per 1000’ Initiative “Soils for Food Security and Climate”. She has published over 40 peer-reviewed journal papers.

Mr. Aimable Manirakiza
Aimable Manirakiza

Aimable Manirakiza is the Founder and chief executive officer of the Centre for Development and Enterprises Great Lakes, at libertarian think tank operating in Burundi, the Democratic Republic of the Congo, and Rwanda.

In 2015, when the president of Burundi sought an illegal third term, Manirakiza joined peaceful protests. However, government forces cracked down on the protests and he was forced to flee Burundi. While in Kenya, Manirakiza came into contact with the Atlas Network and was introduced to free-market libertarian ideals. In 2017, he returned to Burundi and founded the CDE Great Lakes, impacting the nation's legislature. In 2020, Manirakiza won the Africa Liberty Award

Damien Mouzoun

Mr. Damien Mouzoun is President and CEO of Ayina Think Tank, a structure created to awaken and raise awareness among African youths. He has recently joined the World Academy Ambassadorship to reach millions of people through information and communication technologies such as cell phones and social networks. He is President of the Center for Alternative Thinking, Director of the Entrepreneurial Leadership Institute and Ambassador for Rotary International.

Damien has served as Africa coordinator for the U.S.-based Give 1 Project, international facilitator and ambassador for the Global Youth innovation network founded by both the International Fund for Agricultural Development (IFAD) in Rome and the Phelps Stock Fund, senior trainer and board member of the Swiss-based SEEDS cooperative, and holds a law degree from Fordham University in New York.

Associate Professor of Economics since 2019, he is an economist of development. After defending his PhD thesis in 2015 at the University of Yaoundé II, he became a lecturer that same year. In 2018, he became an assistant professor at CAMES. In 2019, he passed the CAMES Agrégation competitive examination. His research focuses on financial economics, economics of inequality, growth, education, conflict and migration.

Pr. Ongo has equally worked on urbanization and industrialization. He is also the author of several articles and four books. In addition, he is the Director of the Center for Studies and Research in Economics and Management (CEREG) in the Faculty of Economics and Management at the University of Yaoundé 2 in Cameroon. He is also a consultant for several international institutions such as the African Union, the African Development Bank and the OECD. At the national level, he is the coordinator of CERAPE-Cameroon and equally a consultant at Nkafu Institute.

Zrinka Janota

Ms Zrinka Janota is currently a Junior Adviser with a regional programme of GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) called Knowledge for Transformation (K4T). K4T seeks to support the knowledge-to-policy uptake on economic transformation in Africa. In her role, Ms Janota is responsible for the communication of the project and for supporting knowledge transfer between the think tank partners and BMZ. Previously, she has worked in two other programs of GIZ, where she advised the BMZ on promoting good governance and strengthening human rights in development cooperation. Ms Janota also worked as a research assistant for the Peace Research Institute Frankfurt. She holds a Master's degree in Peace and Conflict Studies from the Johann Wolfgang Goethe University in Frankfurt and a Bachelor's degree in Political Science from the Free University of Berlin. She speaks English and French and is passionate about evidence-based transformation, social cohesion, and educational equality.

Catherine Maliedje Djla Epse Tondje, born in Yaoundé, Cameroon, has been deeply involved in social causes and activism since her student days, particularly with the CSO network Dynamique Citoyen Littoral. Her work focuses on raising awareness, monitoring public policies, and advocacy. In 2013, she joined CODAS Caritas Douala and in 2018, she attended the World Urban Forum in Malaysia, where she conceived the idea for the Salon Villes et Toits du Cameroun. This concept was integrated into a project to promote and protect the right to decent housing, supporting the improvement of popular neighborhoods in Douala. The project's first phase ran from 2019 to 2021, with the second phase from 2022 to 2025. Her efforts are gaining significant recognition in Cameroon

Ms. Pamla Gopaul is the Unit Lead for Economic Analysis and Foresight and lead coordinator of the Policy Bridge Tank Programme at AUDA-NEPAD in South Africa. The programme aims to engage African Think Tanks to address challenges through evidence-based policy and knowledge services to advance the attainment of Agenda 2063. Ms. Gopaul is a policy and development practitioner equipped with areas of expertise in strategic planning and development transformation processes.
 
Her previous positions include Senior Policy Officer to the CEO and Senior Programme Officer on Strategic Initiatives. Ms Gopaul has more than 15 years of experience in strategic planning and development transformation processes. She is an expert at leveraging Regional and Continental evidence-based knowledge for effective programme implementation. Pr. Chantal Ngo Tong  is a Research associate in Governance & Democracy at the Nkafu Policy Institute. Pr. NGO TONG is also a Senior Lecturer at the University of Ngaoundere. Barr Felix Agbor Balla

Felix Agbor Nkongho, widely known as Balla, is a distinguished Cameroonian lawyer and human rights defender. He serves as the director of the Centre for Human Rights and Democracy in Africa (CHRDA), where he spearheads efforts to promote democracy, good governance, access to justice, and the rule of law. Balla is a leading advocate for the human rights of Cameroonians, particularly in the conflict-stricken Anglophone region.

His dedication to human rights is evidenced by his relentless efforts, even in the face of significant challenges, including state-sanctioned pushback and his arbitrary detention in 2017. Felix Agbor Balla's work extends beyond Cameroon, impacting the broader African continent through his commitment to justice and human dignity.

In recognition of his exceptional leadership and dedication, Felix Agbor Nkongho has been awarded the 2024 International Human Rights Award by the American Bar Association. This prestigious award acknowledges his significant contributions to advancing human rights in Cameroon.

Kingsley Lyonga NGANGE, (Ph.D.) is an Associate Professor of Journalism and Mass Communication (JMC) and Deputy Vice-Chancellor for Research, Cooperation and Relations with the Business World, University of Buea (UB), Cameroon. He is a Fulbright Visiting African Research Scholar at the Brechner Center for Freedom of Information Project, in the College of Journalism and Communications, University of Florida for the 2023/2024 academic year. He is a former broadcast journalist with the Cameroon Radio Television Corporation (CRTV) and former Chair of the Department of Journalism and Mass Communication University of Buea for several years. He also served as Faculty Officer of Social and Management Sciences, University of Buea between 2013 and 2017.

Dr. Ngange has been involved in Journalism and Mass Communication training, practice, education, and management for the past 25 years. He has also been a visiting scholar in the USA (2010, 2015 and 2023/2024) and in different parts of Africa for over a decade now. Dr. Ngange has supervised several Masters and Ph.D. theses and published extensively in reputable national and international journals and books. He has also attended and made top-notch academic presentations in national and international workshops and conferences in Cameroon, Rwanda, South Africa, Uganda, Ethiopia, Somalia, Somaliland, Sweden, USA.

Dr. Ngange’s academic experiences and contributions spread across three continents: Africa, Europe, and North America; making him an international scholar of very high repute.

Lorraine Anderson

Lorraine Anderson (BA Spec. Hons [Political Science], York University, 1993; LLB, Osgoode Hall Law School, 1996; LLM, Columbia Law School, 2000) began her career as counsel with the Ministry of the Attorney General of Ontario in the Office of the Children’s Lawyer. She then worked for the UN Country Team in Liberia and Guyana, providing coordination, programming, legal services and support on human rights, governance, women, peace and security, prevention of sexual exploitation and abuse, and gender equality to the UN and host countries in both post-conflict and development contexts (2005 to 2008). She joined Foreign Affairs and International Trade Canada in 2009. At Headquarters, she worked in the Human Rights and Governance Policy Division (2009 to 2012), in the Oceans and Environmental Law Division (2012 to 2016) and as chief of staff to Canada’s ambassador for women, peace and security (2020 to 2021). She also served abroad as the legal adviser to Canada’s permanent mission to the UN in Geneva (2016 to 2020). Most recently, she worked for the Canadian Human Rights Commission as the director of the Employment Equity Division (2021 to 2022).

Barr. Michèle Ndoki

Barrister Michele Ndoki is a prominent Cameroonian human rights defender and political activist with the Cameroon Renaissance Movement (CRM). She is known for her advocacy against the death penalty, corruption, the decriminalization of homosexuality, and the defense of human rights activists.

Ndoki gained international recognition after defending CRM Presidential Candidate Maurice Kamto in the 2018 elections, exposing electoral irregularities. She was arrested in October 2018 during a protest against electoral fraud but was released after charges were dropped. In January 2019, she was shot during another protest and had to go into hiding to avoid arbitrary arrest.

In February 2019, she was detained and later imprisoned for seven months, accused of rebellion and insurrection. She was released in October 2019 following a presidential decision to drop the charges. Despite her release, Ndoki faced continued political harassment, including a brief arrest in November 2020 without clear reasons.

Fleeing to Ivory Coast, she discovered a travel ban had been issued against her. Ndoki returned to Cameroon in June 2022, risking arrest, and now resides in Ivory Coast, hoping to eventually return to her homeland.
